Construction - ?~ew construction or substantial improve- <br /> <br /> (inc]nding mobile homes) shall either bare t~m iowesn floor, in- <br /> c!uding basement, elevated to the level of the base flood clara- <br /> <br /> be flood-Troofed so that be]ow ~be base flood level the snructure <br /> <br /> of water and w~th structural components having the capability of <br /> resisting hydrosna[ic and hydrodynamic loads and effects of bonyancy. <br /> <br /> the standards of this subsection are sasisfied~ Such certification <br /> shall be provided to the Director of Planning as set forth in <br /> Arnic!e 4, Section A, (2c). <br /> <br />(2) Located within areas of Special Flood Hazard are extremely hazardous areas <br /> designated ns Floodwavs by the "~lood Insurance S~udy for Cabarrus County" <br /> and the accompanying ~lood Boundary-Floodway Maps. In areas established <br /> as Flood~,ays the following shall not be permitted. <br /> <br /> (a) Construcn]on of principal and accessory buildings, including in- <br /> stallation of mobile bomes. <br /> <br /> (b) Substantial improvement, other than flood-proofing, [o any building. <br /> <br /> (c)Any eecroachment, including fill, whicb would result in any in- <br /> crease in nlm one hu0dred year flood level. <br /> <br /> <br />
