Charles D. McGinnis
March 5, 1981
page 2

During the last two weeks I have talked with Bill Stewart and Mike Aheron
at DET in Raleigh, and Mrs. Becky McMichael: a Field Monitor, and each one of
them has stated ~hat the Reagan Administration plans £o do away with the CETA
PSE programs (Titles II-D & VI) at the end of September, 1981, but plans to
continue the Youth programs. I have not received anything in writing officially
stating this, but Bill, Mike, and Becky feel that the hiring freeze is a good
indication of coming events.

YOUT~ORK

PAYROLL:

(a) Number of participants receiving checks in February 59
(b) Amount of payroll~ $ 8,027.25
(c) Number of personnel: administrative 2

counselors 2

(d) Amount of participant services $ 2,827.74

(e) Amount of administrative cos[s $ 1,120.28

The average cost per participant to
administrate the program (e ~ a) $ 18.99

COb~NTS:

Howard K. Those present ~ the meeting were Joe Mings, Becky McMichael,
Howard Saunders, and myself. There were no major problems with either programs.
There were ~ couple of "minor problems" (for example, when we transferred a van
driver to a clerical position, we did no[ send a "change notice" to Raleigh)
which have been corrected.
