North Carolina 27611 <br />(919) 733-7974 Begin below and add as many continuation pages <br /> <br /> The Temporary Shelter Care Project bas and will continue re provide temporary care mtd <br /> planniag services for youths who are under the care of Cabarrus County Deparcmeut of <br /> Social Services. Youths enter the program on an emergency basis and remain for a maximum <br /> of 90 days. ht additioa to receiwng quality residential care, planulng services are <br /> offered to fully assess the youth's family system and iadividual needs so that appropriate <br /> plans can be developed for his future. <br /> <br /> The Temporary Shelter Care is being operated in Cabarrus Cotmty through a coatract signed <br /> by Cabarrus County Departmefit of Social Services aud North Carolina Lutheran Family Services. <br /> The emergeucy facility is a large, two story house ia the city of Concord. The facility <br /> that houses the Temporary Shelter Care is located approximately two miles from the DSS and <br /> local ageacies. It is within walkiug distauce of do~to~m Coacord and is in an excellent <br /> neighborhood offering recreatiou, library, shopping and school. The neighborhood is acceptiug <br /> of the residents and no oppositiou to this placemeut has been kuo~m. The residence is a <br /> two story, frame house having a fenced-in back yard and garage, bas six bedrooms, kitchen, <br /> livigg room and office T~qo baths are available for the children aad five bedrooms are <br /> available for them. A separate bedroom and bath is available for a child care worker so that <br /> one xs on the premises at all rimes, Lutheran Family Services has done au excellent job in <br /> assistiag with establishiug the facility as they have the community support aud agency and <br /> other support groups willing to assist in the successful operation of this program. Besides <br /> Lutheran Family Services, Centralina Council of Governmeat has given us assistanca in the <br /> financial aspect regarding funding of this project The Task Force serves as advisory group <br /> and advises on funding and services to be provided The project will opera*e on contract <br /> basis with Lutheran Family Services and Cabarrus County ~SS. ~e director of the emergency <br /> shelter care facility ~s responsible for administration of the program, Site hires and trains <br /> tile child care workers and supervises the placements. Cabarrus Count7 submits ail reports <br /> for fmlding and monitors the facility's activies. <br /> <br /> A Cabarrus County DSS social worker places the child after alerting the director. Ail <br /> identifying information is recorded and rules explained. The child is scheduled for medical <br /> exam and psychological test and is carolled in school. The DSS assigns a social worker to <br /> every child in placement at the facility wbo does the planning placement and counsels child <br /> aud f~xmily to determine appropriate plaas. Potential admissions are approved by the project <br /> director who discusses the child with the facility director. <br /> <br /> The facility provides schedule of study (in school and out of school for all children). If <br /> they are on suspension school work is given as scheduled. Bedtime, self-care, free time, <br /> church activities, household chores, group activities are always scheduled.' Group activities <br /> often include low cost experiences such as camping which offer a therapeutic component to <br /> the placement. <br /> <br /> Discipline is decided by the facility director. No corporal punishment is used. Restriction <br /> of privileges works better. At least one child worker is present at all times. <br /> <br /> Staff meetings with DSS and Lutheran Services are held every quarter. Progress reports on <br /> each child are r~corded weekly by the facility staff and they participate as needed in all <br /> aspects of the child's life whilp he is in placement. The facility is licensed by North <br /> Caroliim Department of Social Services according to guidelines for a groap home. This must <br /> be renewed each year. <br /> <br /> <br />
