Barnes <br /> <br /> SUBJECT: Notice of Repeal of Local Employers Required Contribution <br /> and Digest of New Legislation Effective July l, ]980 <br /> <br /> In accordance with the actions of the North Carolina General Assembly at <br /> the 1980 short session, local governments will no longer pay the employer <br /> contribution necessary to fund the basic retirement allowance of local officers <br /> in the Law Enforcement Officers' Benefit and Retirement Fund effective July l, <br /> 1980. At the same time, the General Assembly appropriated such contributions <br /> from the State's General Fund as to replace the previous local governments' <br /> contributions. This action i~ no way affected the rights of officers and their <br /> local government employers to make voluntary additional contributions of up to <br /> a total 15% of salary to purchase special annuity allowances. <br /> <br /> Attached to this memorandum is a digest of legislation enacted this year <br />which includes both increased benefits for retirees and for active members <br />future retirement. <br /> <br /> A significant legislative change was Senate Bill 1056 which is summarized <br />in the attached digest. This Act repeals the provisions for employer contributions <br />on account of unused sick leave for the special ~nnuity allowance and substitutes <br />a provision allowing additional creditable service for unused sick leave in <br />calculating the basic retirement allowance. This produces a greater total' <br />allowance to a member.
