POST OFFICE BOX 96§
CONCORD. NORTII CAROLINA ~0~

t~OPOSAL TO THE CABARRUS COUNTY COMMISSIONERS

- Historic Cabarrus, Inc. would like to request a donation
of $60,000 from Cabarrus County to help pay for repairs and res-
storation of the Old Courthouse of Cabarrus County.

Backsroun~
On Monday, April 27, 1981, while the actors from the Old
Courthouse Theatre were practicing for an upcoming play, a 10' X
10' piece of plaster fell from the ceiling onto the middle of the
stage. Fortunately, no one was seriously injured.
Because of concerns that more plaster might fall, perhaps
with more serious consequences, Mr. Bill Cone of Kannapolis Con-
struction Company was asked to assess the condition of the ceiling.
He found that the plaster was unstable and that more could fall
at any time. However, he and his construction crew were able to
make temporary repairs so that the theatre production could go on
safely.
On May 4, 1981, members of the Old Courthouse Theatre and
Historic Cabarrus met at the courthouse with Mr. Frank Brannan,
consulting architect for the Restoration Branch of the Division
of Archives and History for the State of North Csrolina; Ms. Camile
Bowman, restoration specialist for the Restoration Branch of the
Division of Archives and History; Mro Bill Cone, Mr. Alvie (Ike)
Isenhour of Ike's Realty and Construction Co. and Mr. Skip Mervin
of Harling and Mervin, Inc.. After examing the ceiling, attic
and roof of the courthouse, they reached the following conclusions
about the building:

1. The roof is leaking badly.

2. Due to these leaks, there has been substantial dam-
age to the supporting beams and joists.

3. Due to age and stress, many of the 2' X 2's which
anchor the second floor ceiling to the supporting
beams are no longer firmly attached to those beams.
