Saope of Citizen Participation <br /> <br />Citizens will be involved in all stages of the CDBG program, including <br />the development of the application, the tlousing Assistance Plan, pro- <br />gram implementation, assessment of performance, and design of changes <br />in the Citizen Participation Plan. There will be three general mechan- <br />zsms for their involvement: the Advisory Committee; public hearings <br />and ad hoc community meetzngs; and individual citizen efforts in the <br />form of comments, complaints, or inquiries submitted directly to the <br />Planning Director and/or Chairman of the Board of County Commissioners. <br />W.S. (Butch) Chandler, Jr., Planning Director can be reached at <br />786-9217, Cabarrus County Courthouse. <br /> <br />Participation in the DEVELOPb~NT OF THE APPLICATION will occur as <br />follows: two public hearings, open no the entire community, will <br />be held during the initial stage of the pre-application development <br />process. They will provide an opportunity for citizens no identify <br />community development needs, propose projects, and assist in the over- <br />all development of an overall CDBG strategy for Cabarrus County. <br /> <br />Upon being invited to submit a full application, two public hearings <br />will be held to solicit citizen comments on the application prior [o <br />submission to HUD. <br /> <br />Citizen proposals for the application v~ll receive timely response. If <br />submitted in writing to the County a ~itten response will be provided <br />within fifteen (15) working days. Every effort will be made to respond <br />to all proposals prior to the final hearing on the application. <br />Advisor~ Committee proposals and comments with regard to development <br />of the application will be obtained an Committee meetings called <br />eiCher at the request of Committee members or program officials. The <br />public is invited no attend these meetings. Notices of all Advisory <br />Committee meetings will be published in the Concord Tribune. <br /> <br /> <br />
