]3E IT ORDAINED by the ]3oard of Commissioners for Cabarrus <br />County pursuant to the provisions of No,th Carolina General Statutes <br />153A-121 (a): <br /> <br /> I. That Ethel A. Honeycutt, 613 Fairview Street, Kannapolis, <br />North Carolina, has created and is maintaining a nuisance at her home <br />on Fairview Street in Kannapolis and said auisance is defined and <br />described as follows: <br /> <br /> A. Ma. Honeycutt keeps a large number of dogs at her <br />house and the manner of keepiug and maintaining said dogs is detrimental <br />to the health, safety or welfare and'the peace and dignity of Mrs. Honeycutt, <br />her neighbors and the community for the following reasons: <br /> <br /> 1. The eight or more dogs are kept and housed in <br /> the house of Ms. Honeycutt causing health problems and <br /> distasteful odors for the neighbors. <br /> <br /> 2. The dogs have attacked and bitten persons in <br /> the public streets and on their own property. <br /> <br /> 3. The dogs have chased and threatened children <br /> and adults using the public streets so that many persons are <br /> afraid to use lhe streets. <br /> <br /> 4. Persons have had to shoot some of the dogs to <br /> protect themselves and their property. <br /> <br /> 5. A number of the dogs have sarcoptic mange <br /> which~c'reates a health hazard. <br /> <br /> 6. The dogs have attacked and injured animals <br /> owned by oilier persons. <br /> <br /> 7. Records for rabies shots for the dogs are not <br /> kepi or available and there is reason to believe thai many, <br /> if not all, of the dogs have not received inoculation for <br /> rabies~ <br /> <br /> ]3. Ms; Honeycutt's house and lot is kept and maintained <br /> <br />in a manner that is detrimental to the health, safety or welfare and the <br />peace and dignity of her neighbors and the community for the followin~ <br />reasons: <br /> <br /> <br />
