RESOLUTION FOR PRESENTATION TO EXECUTIVE COmmITTEE AND BOARD <br /> <br /> CENT~%LINA COUNCIL OF GOVERNMENTS <br /> <br /> WHER~S, Centralina member governments recognized in the Charter Resolu- <br />tion the need for this COG to "act in concert with reference to regional <br />matters affecting...economic conditions, regional planning or regional develop- <br />ment''; and did in said Charter Resolution empower the Council to "create <br />agencies of the Council to ac~ for and on behalf of the Council in this <br />planning and development of particular programs which affecE the...economic <br />conditions or regional development of two or more member governmental units"; <br />and <br /> <br /> ~{EREAS, on July 21, 1980, the United States Government, through the <br />Snml! Business Administration, established a Certified Developmen~ Company <br />Program to help communities by stimulating growth with the view that this <br />program will "enable communities Eo create jobs, increase their local Tax <br />base, expand business ownership opportunities and offer improved community <br />services"; and <br /> <br /> WHEREAS, the Council believes that the establishment of a net for profit <br />North Carolina membership corporation, with the membership initially appointed <br />by elected officials from the eight counties in Centralina, such corporation <br />to be organized for the purpose of seeking certification as a Certified Develop- <br />ment Company would in fact stimulate economic development in the Centralina <br />Region; now, therefore, it is <br /> <br /> RESOLVED, that the Counsil staff investigate the establishment of a Section <br />503 Certified Economic Developmenn Corporation (CEDC), to and including the <br />formation of a not-for-profit membership corporation to apply for certification <br />under the aforesaid Small Business Administration program; and the Council is <br /> <br /> <br />
