XI! <br /> Amendment of Charter---. <br /> A. The Council may formally recommend to the member governments a resolu- <br /> tion to amend the Charter by affirmative vote of at least three-fourths of the <br /> representatives present at any meeting at which a quorum was present,---. <br /> Said amendment shall become effective when the resolution has been duly adopted <br /> by three-fourths of the member governmental units." <br /> <br /> At the November 10th meeting of the Centralina Council of Governments, the <br /> Council did formally recommend to the member governments three resolutions to <br /> amend the Charter.- This is what those resolution (attached) are all about: <br /> <br /> Resolution 1 makes our Charter consistent with ~he State Enabling Legislation <br /> (160A-471) under which local governments joing a COG by receiving majority ap- <br /> proval Eot membership of an applying government. <br /> <br /> Resolution 2 changes the manner in which member governments pay for <br /> special services received from Centralina. It permits member governments <br /> reimburse Centralina for the cost of special services rather than requiring <br /> that they pay for such services in advance. <br /> <br /> Resolution 3 does s number of things: First, it allows a delegate to receive <br /> up to $30.00 compensation for attending Council meetings. The presen~ maximum <br /> allowable compensation is $25.00 although in fact, by bylaw we only give $20.00 <br /> compensation. This change is reco~ended since we only amend the Charter every <br /> five years or so. If, durinm the next f~ years, the Council should wish to <br /> raise the compensation to $30.00 it could do so by Bylaw amendment if the <br /> Charter is chan~ed now. This compensation is nrovided because quite a few <br /> delegates have to travel a round trip distance of 60 go 100 miles ~o attend our <br /> meetings.
