Chandler, Jr./Director of Planning <br />SUBJECT: C.D. Progress <br />DATE: November 30, 1981 <br /> <br />During the first week of November staff attended the HUD sponsored Community <br />Development implementation workshop in Greenville, North Carolina~ This <br />workshop was designed to provide practical and comprehensive guidance on <br />every major aspect of CDBG program implementation. We were instructed in <br />how to effectively implement and administer our grant. The presentation <br />described what the program regulations required and how to meet these <br />requirements. We found the material very valuable to our understanding <br />and carrying out of the program responsibilities. A workshop agenda is <br />attached. <br /> <br />The engineers are approximately 60% completed with their surveying in the <br />Sidestown/Shankletown area. We meet with the engineers on a weekly basis <br />to ride the area, discuss progress, work out problems, etc. This week <br />our meeting underlined the benefits of having a local engineer. They <br />notified us that because they were local the residents felt comfortable <br />enough to relate that a rumor was circulating that once the sewer system <br />was installed the residents had to pay a $1,000.00 fee to connect their <br />homes to the system. We immediately notified the attorney for the Sides- <br />to~m/Shankletown community organization and met with Ed Read!ing of the <br />Concord Tribune who promised to include the rumor and the fact that no <br />one would be charged any fee in the article he was working on. <br /> <br />The engineers have given us preliminary construction drawings on 50% of <br />the project. We are currently reviewing them and will meet for discussion <br />concerning the drawings on December 1, 1981. So far we are very happy <br />with the timely and professional work that Concord Engineering has done. <br />Our work has been made easier by their cooperation. <br /> <br />Silver Hill <br /> <br />Work is continuing on the Silver Hill C.D. proposal. We are more than <br />50% completed in measuring the lot street frontage in the area. This is <br />being done because of the haphazard way the area was laid out it is almost <br />impossible to tell which lot any particular house is located upon with- <br />out measuring. <br /> <br />Topographic maps of the area have been secured and are being studied to <br /> <br /> <br />
