There has, in fact, been talk that preapplications will not be
used~ Instead, every applicant will submit some abbreviated form of the
full, application so that the process will be simplified

No one knows what is going on. Congress is being slow in getting the re-
gulations out. This, in turn, is slowing the State do~ and may even
prevent the States from taking over until FY 1983. There is much specula-
tion on what the State will emphasize when it takes over. Some say the
State will emphasize Economic Development rather than housing and public
health (water and sewer). If that is the case it represents a radical
departure in the small cities portion of C[D~ We are, therefore, trying
to get ready for this contingency by keeping up with all the available
literature on the subject and by attending appropriate workshops on the
subject. Economic Development is something Cabarrus County needs and
to that end we are trying to keep up with the latest thinking and most
successful implementation.
