PAGE <br />NOVEbIBER 30, 1981 <br /> <br />determine the actual placement of a sewage collection system. ~een the <br />approximate footage required has been determined a preliminary cost estimate <br />can be made, This will determine how much money is left for other activities <br />such as housing rehabilitation. <br /> <br />The State has not given any indication of when the preapplications will <br />be due. There has, in fact, been talk that preapplications will not be <br />used~ Instead, every applicant will submit some abbreviated form of the <br />full,application so that the process will be simplified <br /> <br />No one knows what is going on. Congress is being slow in getting the re- <br />gulations out. This, in turn, is slowing the State do~ and may even <br />prevent the States from taking over until FY 1983. There is much specula- <br />tion on what the State will emphasize when it takes over. Some say the <br />State will emphasize Economic Development rather than housing and public <br />health (water and sewer). If that is the case it represents a radical <br />departure in the small cities portion of C[D~ We are, therefore, trying <br />to get ready for this contingency by keeping up with all the available <br />literature on the subject and by attending appropriate workshops on the <br />subject. Economic Development is something Cabarrus County needs and <br />to that end we are trying to keep up with the latest thinking and most <br />successful implementation. <br /> <br /> <br />
