Lawrence DATE: December 10, 1979 gUBJECT: Workshop for County Commissioners on Topics in County Finance The Institute of Government, in cooperation with the North Carolina A~sociation of County Commissioner~, will be conducting on January 22 and 23 a workshop for county commissioners on Che subject of county finance. ~1~ ~urpoee of the workshop ia to treat a number of topics of ~portan'ce to commissioners in a more thorough and advanced manner than is possible in the Institute school held each two years for newly-elected county com- missioners. This workshop is intended for all county__c~mi~oRe~., not_ just those first elected in 1978. The subjects to be covered include: the imp~rtance~of the f~nancial amd accountin~ syscem~; relationships with the annual independent a,,d~tmr; _l~ing and understanding-~nual financial statements; capitalimprove- ment programming; sources of fundin~ for capital projects; i~p~ovin~ the county's bond ratine_; tort liabilities of the county· and county officers a~nd employees; and~the tax shtftin~ effect o~ the octeanlal revaluation. The workshop, which will be held in the Institute building in Chapel Hill, will begin at 11:00 a.m., January 22 and will conclude about lZ:30 p.m. on Janu_ar¥ 23~_--Th~ evening of January 22 will b'~--~ree, as no recede- d-lens or banquets havm been scheduled.
