Center <br />DATE: January 14, 1980 <br /> <br />Listed below are some basics from a proposal being prepared for the <br />Department of Community Employment for Youthful Offenders: <br /> <br /> Said program will seek target population as participants through <br />referrals from Judges of the Court and the Probation Department in <br />Cabarrus County to engage in matters and activities which will accomplish <br />and contribute to a better life and to advance the general welfare of the <br />participants; including but not ii,ted to the social, economic, and <br />cultural aspects of the general welfare of such participants. Every <br />effort will ba made to pre, are individual participants to experience <br />increased motivation and sense of self worth that will lead him/her to be <br />a more productive and better citizen in the co~uaunit~, <br /> <br />NEED CITED <br /> <br /> There are approximately 600 people on probation in Cabarrus County. <br />Approximately 40 - 45% of these are youthful offenders. <br /> <br />PROPOSED PROGRAM CO$~PONENTS <br /> <br /> Counseling, Employment and Education <br /> <br /> 1. Counseling <br /> <br /> Before a participant is referred to an employer or school, said <br /> participant will attend a workshop centered around Rational <br /> Behavior Therap~ for approximately two months. Upon successful <br /> completion of this course (which lncludes home assignments) an <br /> effort will be made to identify ang specific barriers which <br /> participants might have that would affect their abilit~ to <br /> succeed in continuing in either educa ~on of skill training or <br /> in securing unsubsidized employment, and counseling in connection <br /> with these barriers. <br /> <br /> <br />
