DAVIDSON COUNTY
LEXINGTON, N.C. 27292

January 25, 1980

Mr. Charles D. McGinnls
County Manager
Cabarrus County Courthouse
Box 707
Concord, Nor~] Carolina 28025

Dear Mr. McGinnis:

You are probably aware that efforts are underway at the
state level to organize support for a state-wide water
authority. Our understanding is that such an authorify will
be Charged with determining water resources thrcughout the
state and seek ways to divert apparent water surpluses to
areas which are experiencing water shortages.

While on the surface this might appear to be both
feasible and desirable, those of us in the Yadkin River
basin have become quite concerned that in reality it represents
a loss of local authority, planning and decision making
pertaining to water resources and their subsequent impact on
potential growth. We have collectively expressed our concerns
in the form of a resolution which opposes both the creation
of a state-wide water authority and any interbasin transfer
of water. ~% would ask that you review the attaChed resolation
and submit it for consideration to your board of co~missioners,.
and would hope that you would join us in our attempt to
maintain local control of water resources.

If you have any further questions regarding these
matters, please feel free to contact

Sincerely,

Doug ~lick
~~ County Mansger
DF:eet
Enclosure ' '
