STATE OF NORTH CANOLINA <br /> <br /> COUNTY OF DAVIDSON <br /> <br /> A RESOLUTI(]N OF POLICY OPPOSIKE <br /> <br /> ESTABLISHMENT OF A STATE - WIDE WATER AUTHORITY <br /> <br /> WHEREAS, a legislative study conmission has been estab]ished <br /> <br /> to study a proposal for creation of a state - wide water <br /> authorities to control distribution of water resources <br /> within the State of North Carolina, and <br /> <br /> h~EREAS, such a state - wide water authority would <br /> <br /> possess the power to transfer and distribute water frc~ one <br /> <br /> river basin to another, and <br /> <br /> WHEREAS, the existence of such a state - wide water <br /> <br /> authorities could have a catastrophic effect on the river <br /> <br /> systems of North Carolina, and <br /> <br /> WHEREAS, the action being considered by the legislative <br /> <br /> study cc~ission would transfer to the state many rights and <br /> powers governing water use which have historically been the <br /> providence of communities and land owners in each water shed <br /> and river valley, and <br /> <br /> WHEREAS, the proposal to establish the aforesaid legislative <br /> <br /> cc~ission included a call for careful examiniation and <br /> consideration by local governments and interested citizens, <br /> and <br /> <br /> WHEREAS, the undersigned are a vitally interested group <br /> <br />of citizens gravely concerned about the aforesaid proposals <br /> <br /> N(~ THEREFORE BE IT RESOLVED, that the undersigned <br /> <br />opposes the establishn~nt of the proposed state - wide water <br /> <br />authority, and <br /> <br /> BE IT ~T~I~ER RESOLVED that the undersigned oppose any <br /> <br />chang?_ in the riparian doctrine, az recognized in North <br />Carolina which would facilitiate material inter - basin <br />water transfer. <br /> <br /> ~"C.
