Description of the FY '80 Region F Aging Advisory Committee (Proposed) <br /> <br />The Region F Aging Advsiory Committee is organized according re Federal <br />guidelines to advise the centralina Council of Governments (which is the <br />Area Agency on Aging), on matters related to programs it administers under <br />the Older Americans Act. These programs presently include, but are not <br />limited to; congregate meals, home delivered meals, transportation, <br />homemaker, chore, information and referral, legal services, counseling, <br />employment, outreach, health screening, and senior centers. <br /> <br />The Advisory Council is a technical committee of the Ceotralin~ Council <br />of Governments (COG). The Boa~d of the Centrali~a COG sha~l consider <br />and rule upon all proposed plans, budgets, research or implementation <br />projects, and official reports to the public. Applications for Federml, <br />State and private grant assistance shall be submitted by the Centralina <br />COG on behalf of the Advisory Council. Gcants to local service providers <br />shall~ be made by the Centralina COG upon recommendation of the Advisory <br />Council. <br /> <br />The Chairman of Centralina COG: establishes the Aging Advisory Committee~ <br />appoints its members from nominations submitted; appoints its chairmen; <br />and reviews and approves any amendments to its bylaws. <br />Nominations of the 1~ members of the Regional Aging Advisory Committee will <br />be submitted in the following manner: <br /> <br />-two (2) nominees shall be appointed from each county, except Mecklenburg, <br />from which four (4) shall be appointed (because of its larger elderly <br />population). <br /> <br /> -one (1) nominee shall be appointed from the Board of the Csntralina <br /> Council of Governments. <br /> <br /> -County nominees shall serve a two-year term ending with the calendar year, <br /> in December. Terms shall be staggered ~o that approximately one-half <br /> shall expire at the end of any given calendar year The COG board nominee <br /> shall serve a one year term, expiring at the end of each calendar year. <br /> (Note: Ail appointees whose terms are expiring in any December shall <br /> actually serve until the first COG meeting in the new calendar year, at <br /> which time they are replaced or reappointed). <br /> <br /> -A quorum is constituted by one-third of the total membership. Vacancies <br /> or resignations shall be filled in the same manner as regular appointments. <br /> An appointee who misses three consecutive meetings shall be considered as <br /> having resigned. <br /> <br /> -~o meet present Federal guidelines, nominees sha~l ~epresent: the elderly <br /> population (at least 50% of the appointees should be 60 or older); local <br /> government ( a percent is not mandated, but 25% is desirable); clients of <br /> projects serving the elderly; and the general public. Minority represen- <br /> tation is encouraged in proportion to the regional minority population (19%). <br /> <br /> <br />
