These new guidelines for the Aging Advisory Committee, combined with <br />recent vacancies due to expired serms, require the nomination of a <br />si~aificant number of new members. <br /> <br />To assist local governments in each county in submitting nominations, <br />while also meeting federal guidelines for representation~ the Centralina <br />staff proposes the following nomination process. <br /> <br />1. To start with a clean slate, and avoid confusion, all terms shall be <br /> considered expired, and all present active members shall be renomi- <br /> nated along with new nominees ( a list of present active members, <br /> vacancies, and proposed terms ~s attached). <br /> <br />2. The staff will accept the nominations for each county from the Board <br /> of County Commissioners, or their officially designated representative. <br /> The County Commissions should, of course, seek the advice of other <br /> local elected officials and of advisory groups representing the elderly <br /> ( especially where a group has been named the aging focal point for such <br /> advocacy - as in Mecklenburg ). <br /> <br />3. To give the COG Chairman the flexibility to meet federal guidelines <br /> for representation, each county will be asked to submit one extra <br /> nominee (3 for each coumty, except 5 for Mecklenburg). In doing so, <br /> each will be asked to consider the suggested proportions of elderly, <br /> minority, and elected officials in their choices. Extra nominees will <br /> serve as alternates. <br /> <br />4. The Aging Advi§ory Committee must give adequate representation to clients <br /> of existing programs for the elderly, and at the same-time, avoid a possi- <br /> ble conflict of interest. Therefore counties should not nominate persons <br /> whose salaries or benefits are paid by Older American Act funds, and over <br /> which the Aging Advisory Committe has direct authority. Directors of pro- <br /> jects will be notified of and invited to meetings as non-voting members <br /> and should, as a matter of course, wock closely with county nominees, pro- <br /> vide them information and other appropriate assistance for their decision <br /> making. <br /> <br /> <br />
