The proposed development program which follows is divided
into three time frames; immediate intermediate and long-ranga.
In assigning priorities, the initial objective is to provide
the greatest possible benefits for the greatest number of
people.

All cost estimates are in 1980 constant dollars, and these
estimates should be periodically updated.

B. IMMEDIATE GOALS (1-5 years)

1. Davelop Stonewall Jackson Park, Phase I. This County-wide
park contains 178.57 acres. Th~ Planner has developed
an over-all Master Site Plan for this park, and the County
Commissioners have approved a development prqgram for
Phase I totaling $742,750. This park because of its
strategic location, is the logical place to begin with
facilities which can serve a great number of County
residents. Designed to help meet both active and passive
recreation needs identified in this Study, the park is
the key element in the over-all Comprehensive Plan.

Phase I development includes the following elements:

-general development. This work element includes an
entrance and signs, underground electrical service and
water supply.

-barn area. An existing barn will be converted for group
~cnics. Included are renovation and repair toilets,
a children's play area volleyball, badminton and horse-
shoe areas, picnic tables, public garden plots, parking
for 160 cars and parking lot lighting.

-athletic areas. These areas will be initially developed
to include three league softball fields, one junior
~aseball field and two soccer-football fields'. These
areas will be lighted in Phase II.

-main road system. Includes 4,500 lineal feet of new road
surface to serve proposed areas.

-a one-mile fitness trail.

-family picnic areas. Three of these areas are strategically
located in various sections of the park.

-lake area. An existing eight acre lake will be utilized
for a variety of activities. Included are a boat dock
for paddle boats and row boats, a 120 car parking lot, a
toilet-canteen structure, and a children's play area.

VII-2
