The standards and criteria used in this study for the place- <br /> ment and numbers of various recreations facilities will <br /> have been thoroughly tested by 1990, and if necessary, can <br /> be revised to m~et needs which will be current at that time. <br /> The 1990 census will provide invaluable information as to <br /> where additional facilities and programs are most needed. <br /> Based on present projections, land, both in gross acreage and <br /> in location, should be adequate to.meet needs for both active <br /> and passzve recreation to the year 2000. <br /> <br /> Because of the large number of variables, it is not practical <br /> to estimate costs of meeting long-range needs. <br /> <br /> E. SUMb~RY <br /> <br /> The total cost of the ten year program outlined above is <br /> $3,127,650, exclusive of land cost. Except for the 12 acres <br /> at Harrisburg and the 90 acres at Mt. Pleasant, it may be <br /> possible to control the other land areas at no direct cost <br /> to the County. <br /> <br /> It should be noted that the $50,000 annually recommended for <br /> the matching fund program will help offset the cost of developing <br /> community facilities, and it is possible that this total amount <br /> will not be required to accomplish that objective. The ten <br /> year total of $500,000 for this program is not included in <br /> the total cost figure, since contributions from this source <br /> will reduce the total correspondingly. <br /> <br />Almost all of the $3,127,650 total is eligible for federal <br />~.~atching funds. Other funding sources may also help reduce the <br />~'Coqnty's outlay. These are potential sources of assistance: <br /> <br /> -federal L&WCF program <br /> -federal Soil Conservation Service <br /> -~rogram community contributions to matching grant program <br /> -the three school systems <br /> -contributions from individuals, foundations, businesses <br /> and industries <br /> -in-kind services <br /> <br /> Based on an average (1985) population of 86~000, the total of <br /> $3,127,650 amounts to approximately $3.65 per capita annually <br /> for ten years. <br /> <br /> <br />
