CABARRUS COUNTY
~-/

~O;)~/Tf CONCORD. NORTtt CAROLINA 28025
February 8, 1980

TO: Charles D. McGinnis

FROM: Mike Hunsuck ~'
SUBJECT: January Status Report

The following is a monthly report for the various ~ETA Programs that operate

in the county:

CETA (PSE)

ENROLLbIENT: (As of January 31, 1980)

Number of people enrolled in Title II-D 22
Number of people enrolled in Title V~ 10

COMmeNTS:

! received a telephone call from Mr. Bill Stewart, Regional Planner at DCE
in Raleigh~ last Friday to inform us that Cabarrus County's proposed special
project had been approved. This project's purpose is to place 9 clerks in the
Tax Supervisor's office for 18 months to do preliminary work for the county's
tax re-evaluation. When I applied for the project in December, the clerks
were supposed to transfer information from ta~ cards to the computer starting
the first of this year. I talked with Terry Rowland on Tuesda~ in order to
get some job descriptions for these positions so we could get the project under
way. Re told me that there had been a change of plans, and that he would' not
be able to use these positions until April at the earliest, and that he would
need some top notch personnel for these p6sitions. The above situation brings
up some questions that you and I need to discuss. First, the type of people he
needs will be d'ifficult to hire because of the strict hiring guidelines we must
follow. Second, sin~ the project should begim immediately, what do we do with
the nine positions until April? If these posit~ons are not used for the purposes
outlined in the project application, we could be in line for an audit exception.
