Chandler, Jr./Director of Planning "~°cIZf- <br /> <br /> SUBJECT: Mass Transit Feasibility Study for the Concord-Kannapolis <br /> (Rowan)-Kannapolis (Cabarrus)-Landis-China Grove Area <br /> <br />DATE: July 3, 1980 <br /> <br /> I would like to request time on the agenda of the County Commi§s- <br />loners' meeting on July 14, 1980 so that I might submit a proposal for <br />a grant application to the MorFh Carolina Deoartment of Tra~soortation <br />to fund a "mass transit feasibility stud)'" f~r the Concord-Kannapclis <br />(Cabarrus)-Kannapolis (Rowan)-Landis~China Crove area. This tranait <br />grant application should be differentiated from the mrevious grant for <br />updating of the Cabarrus County Transportation Development Plan (?'DP), <br />a Cabarrus County project The mroposed application involves a joint <br />efforn between Rowan County and ~abarrus County. <br /> <br /> A need for a "mass transit feasibi!itv study" for the area was <br />brought to our attention, suddenly, by the-termination of daily ser- <br />vices by the Kannapolis Transit Company. The presently funded prc-- <br />ject for Cabarrus County to update the Transit Development Plan was <br />not designed or funded for such a detailed study, since the Kannapolis <br />Transit Company was still providing daily servi-ces at the time of the <br />grant submittal. After discussing the problem with the officials at <br />the Department of Transportation and the Rowan County Planning staff, <br />the decision was made that the best course would be to make a joint <br />Cabarrus-Rowan request for funding under Section 18 of the Urban blass <br />Transit Act. It was further suggested, by the Department of Transoort- <br />ation, that Cabarrus County serve as the lead applicant and adminiStra- <br />tor of the project, since Cabarrus is presently funded to begin a "gen- <br />eral transit development plan". <br /> <br /> The proposed funding request amouDts to g22,000. Ten percent (10%) <br />would be the local share, divided e~ually between Rowan County andCab- <br />arrus County and equally $110~ 00 p~r. county. In-kind services can pro- <br />vide one-half (½) of the Cabarrus Codnty share, leaving only $550 to be <br />approved by the Commissioners as a cash match.
