~oute ~ Box
Kannapolis, !LC 28081

Mr. Charles McGinnis
County Manager
Cabarrus County Courthouse
Concord, NC 2802~

Dear Mr. McGinnis:

As you rsq~ested, I have considered the ~ssi~i!ity ~f extending
to five days the holding period for do[~, l.'~th the prec,~:'.~ three-
day holding period, we~often h?', ~] _igh~ Ici- c.::ul~!ed ?ith dogs.
Therefore, an e~:tens~., of
require ~dditio~a! lots. At
I could provide four lots which a~-e ,~e being uses tc btu,ce dog:~
in my private kennel. !{owever, these
the present animal shelter lots.

The trend in other counties is to hold dogs for shorter
periods, and I personally feel that Cabarrus County would be
taking a step backwards by lengthening the holding period here.
Also, with the increase in population in our county has come a
proportionate increase in the canine population, causing an
· n~rease ~n the wardens work loads. Extending the holding period
would require more time for feeding and cleaning at the animal
shelter, thereby making it all but impossible for our limited
staff to perform duties successfully. Considering the lack of
personnel, the lack of funds for lot rental and extra dog food,
and the general trend to hold dogs for shorter periods of time;
I feel it would be a mistake to extend our holding period to
five days.

Regarding picking up gets, there ere several points which
need clarificatlon. %) How long should we keep cats that we
pick up? 2) We have facilities to keep only a few cats and for
a very short time, If we accumulate very many cats and/or are
required to hold them for several days, it will be necessary for
the county to obtain cages to house the cats. 3) Since cats
are extremely difficult to catch, the wardens.would spend e lot of
time chasing cats. This practice would take valuable time away
from their primary responsibilities, Should we not, therefore,
stipulate that the owner must catch the cgt and have it ready
for the warden to put into his truck? 4) We have already experienced
