GEORG~ C. MONROE III, M.D.

(704) 786,712~ - 7~-7123

September 3, 1980

Mr, Troy Cook
Chairman of the Board
County Colmnissione rs
P.O. Box 707
Concord, North Carolina 28025

Dear Mr. Cook,

I would like to introduce myself and bring up a problem I hope you can help correct.
I am a internist currently in solo practice here in Concord and have been the county
jail physician for several months. AS outlined in the ~erican Medical Association
Guideline to Jail He'alth, this is a considerable responsibility. My principle duties
are supervision of the family nurse practitioners who bold sick call 3 times a Week,
availability for medical emergencies and to see prisoners in the office or occasion-
ally in the jail for medical problems, and to do what I can to prevent any further
jail suicides. Currently I am not on any type salary but simply charge my usual fee
for prisoners that I examine in the office, jail or emergency room. ~ feel quite
strongly there needs to be a signed contract between myself and the county. I had
contacted Mr. Boger a n~er of times in the past requesting that some contract be
drawn up but thus far have heard nothing further ~out this. This contract wonld
not have to be extremely involved, however, it should be understood quite clearly
my period of responsibility as the jail physician and for mutual protection my
principle duties should be clearly understood. I ~ very uncomfortable currently at
being jail physician with no contract or focal agreement of any kind. Certainly any
salary or fee is not my principle motive here. I am sure you can understand that
there should be a focal agreement considering the responsibility that I am under-
taking. Unless ~ mutually acceptable contract can be drawn up within a reasonable
time I will be obliged to resign as the jail physician. I would appreciate your
assistance in this matter. I am enclosing a copy of a sample contract which is on
file in the State Medical Society. Thank you for your attention and assistance.

Sincerely,

George C.
