Offic. of Faderal St=atis'~icai Policy and Standards <br /> <br /> REPORT ON THE USES OF <br /> STAND~3, D METROPOLITAN STATISTICAL A_REAS <br /> tN FEDERAL PROGR~J.tS -- 1978 <br /> <br />The designation of standard metropolitan statistical <br />areas (SMSA's) by the Office of Federal Statistical Policy <br />and Standards is intended to provide a uniform statistical <br />standard for comparing metropolitan areas throughout <br />the United States. The metropolitan area concept Is <br />considered to represent single concentrations Of dense <br />urban development which have a high degree of internal <br />integration and weak ties to other densely developed <br />areas. Although the intention of the Office of Federal <br />Statistical Policy and Standards (OFSPS) is to provide <br />a consistent d~finition for statistical purposes~ some <br />Federal agencie~ have used SMSA's as geographic areas <br />for the administration of programs or the distribution <br />of funds. <br /> <br />This report details instances in Qhich Federal agencies <br />have used SMSA designation in specific programs and suggests <br />how many of these programs would be affected by changes <br />in SMSA's, brought about either by changes in the criteria <br />for establishing SMSA's or changes from new (1980) census <br />data. The list of agencies and programs within agencies <br />that appears here is not intended to be fully inclusive; <br />however it includes the better known orograms in which <br />SMSA's are used, particularly those that have been mentioned <br />in written comments submitted in response to the proposed <br />changes in SHSA criteria which were issued in June 1978. <br />Readers who wish more detail are encouraged to contact <br />the OFSPS which will identify appropriate agency contacts <br />for more complete information.
