In both programs, the term "urban area" re,ers <br /> ~o a unit of local government included ~n an S~4-SA, as well <br /> as the largest urban area in Vermont and Wyoming which have -- <br /> no SMSA ' s. ::. <br /> <br /> The Senate has passed Bill S26!7 which includes the Urban <br /> Neighborhood Volunteer Program, a pro,.ram similar to <br /> ~he Urban Volunteer Program. 5/ The Senate bill repor~ <br /> makes no reference to SMSA's,-but focuses on distressed ~.3~.. <br /> urban neighborhoods suffering from such problems as ~'~:i:"'" <br /> "racial tensions, deterioration or lack of needed municipal <br /> services, instability of population, de-.erioration of <br /> housing stock, displacement of residents, or other conditions <br /> which combine to prevent the realization of a vital, stable <br /> urban environment." <br /> <br /> Environmental Protectio~ Ao, enc.v. <br /> <br /> Clean Air Act (P.L. 95-95). Funding under this Act is .::~:.~.. <br /> given oy E~A ~o local ]urlsulcszons such as cities, counties, <br /> or States for planning and control of air pollution problems. <br /> Although S~4SA's are not mentioned .in the Act, the jurisdictional <br /> boundaries of some grantees correspond to ~he boundaries <br /> of SMSA's.
