These <br /> data can be used to 'determine an applicant's e~igibility <br /> for U~TA funds. <br /> <br /> Department of the Treasury <br /> <br /> The President's legislative proposal to create a National <br /> Development Bank employs a test for distressed areas that <br /> makes use of SMSA's. In this proposal, a local are~ is <br /> defined as a distressed area on the basis of its unemploy- <br /> ment rate, oomulation growth, per capita income and <br /> employment in comparison with its group average. The <br /> group average is the average for either all S~!SA's or <br /> all nonmetropolitan territory nationwide.. Changes in <br /> SMSA definitions, therefore, can result in changes in <br /> group averages, as well as changes in an area's inclusion <br /> from one group to another. <br /> <br />In the National Development Bank proposal, the distressed <br />a'rea test ~s used to determine etigibi!itv of communities <br />in which businesses may apply fo£ long-te~m financing <br />assistance. The proposal would prQvide long-term <br />financing incentives to influence businesses to invest <br />in distressed areas. This proposal will be taken under <br />consideration by Congress. in the next session. <br /> <br />The Office of Revenue Sharing employs t~e 1970 urbanized <br />area population as one of the data elements ih the <br />allocation formula for States in general revenue sharing. <br />(See the section on Bureau of ~he Census.) <br /> <br /> Independent Agencies <br /> <br />ACTION <br /> <br />On May 15, 1978 the Committee on Education and Labor <br />~ecommended the passage of amendments to the Domestic <br />Volunteer Service' Act of 1973. These ~mendmen~s included <br />~ reconhmendation by the President to institute the Urban <br />Volunteer Program, which is designed to g~ve assistance <br />to corm~uni.ty improvement projects. The Urban Volunteer <br />Program includes the Urban Service Corps, which provides <br />assistance to sponsor agencies in urban areas for mobilizing <br />volunteers to ~ive technical assistance to community- <br />based organizations.
