AVAILABII,ITY OF EQUIPblENT Thc policy of Vision Cable is to provide non-commercial access support and time fo,' all tbe citizens within the communities it is francbised to serve. Video equipment will be available at cup access center for citizens to use in the prodnction of access programming. The availability of access equipmen~ will be maintnined on a firs[ come, first served basis and usage will be free of cbarge provided the. equipment is not d~aged by the user, The usec will be required only to provide video tape cassettes or to reimburse Vision Cable for cassettes whieb cannot be immediately erased for tense. ACCESS RATES Vision Cable does not charge For i~ir time on its public access cbannel by non-co.retrial producers. A list of charges to co~ercial producers is included on the attached list of co~mercial rates and charges. CONTRACTS AND FORMS Vision Cable of Metrolina has no con,s'acts or applicaeion forms for the usc of access equipment or air time fop non-con~ercial users at present. PRODUCTION ASSISTANCE Obvionsly, many citizens interested in the utilization oF access channels will not know ho~ to use the equipment that is available. Vision Cable will provide, in such instances, and at the request of thc individual or group requesting access on a non-commercial basis, a member of the Vision Cable staff for consultation and instm, ction. Sucb requests must be made ag leas~ five days in advanoc ~o ~be scheduled skudio use. Cbarges for such assistance will not exceed $10.00 per man hour.
