Splitting of 19th Judicial District <br /> <br /> On May 2, 1979, the voters of the 19th Judicial District chose James <br /> E. Roberts to be their District Attorney. He defeated Rusty Walker, Jr. <br /> from Asheboro. <br /> <br /> About 3 weeks l~ter Rusty's father, Senator Russell'Wsl~er of Asheboro, <br /> owner of Food Line Stores in Randolph county we~t to.the General A'sse'm'biy. <br /> and'had the 19th Judicial District divided into 2 districts. Rusty Wa[~eb, <br /> Jr. was m, de the Distrieu Attoreey of that divi~ed district. What could <br /> not be accomplished'at the ballet box was sccomplished'.ln the Generai <br /> Assembly. <br /> <br /> Ned C]ine's article in THE CHARLOqTE OBSERVER on June 27, 1978, said <br /> the new court district would cost the taxpayers $200,000 a year. <br /> <br /> As per the attabhed ~heet's the figures show the days of court held <br /> in all the 30 ~udlcial Districts in the stste. In 197~ there were.676~ <br /> days of court held; in 1976 679~ days of court held; end in 1977 678~ days <br /> Df court held by ~ judges. <br /> <br /> As per the attached sheets in 19-A with ~sbarrus and Rowan (if 'the~ <br /> past figures ere any indication) With ~bout ~20 average days of court <br /> end with ~ judges servio~ the d letrict, this would average 10~ d~ys per <br /> Judge in court. In the new 19~ with Randolph and MontgOmery if pest 2 <br /> years are any iodioation, this would average about ~ 81 days s year in <br /> eourt~ <br /> <br /> Also in Ned ClIne's article, Chief Justice Susie Sharp ~nd Chief <br /> Administrator of the Courts Bert Montague said this wss not needed. <br /> <br /> This upset when I resd about it in June of 1978. I knew this wss <br /> state tax money, but state te~ money is also the money of Caba'rrus County <br /> citizens. This wasteful expenditure of money was not necessa~y~ 'It i's a <br /> dangerous precedent ~n America: -what you cannot get in'an honest election, <br /> you ~o to the Gecer~ 1 Assembly e nd if you have enough influence you'get ' <br /> what you want. ~ <br /> <br /> ~ow th~s is beginning to cost the people o£ Cabarrus County. We <br /> were asked to finish the third floor of the courthouse fop Judge~' offices. <br /> We said "No Way.." We have been asked to provide three new offices for the <br /> Judges. <br /> <br /> But the ~restest abuse is: the sheriff's ~eputies patr~ling i~ the <br /> county I~il] be take~] off ostrol to be in the courtroom. The citizens of <br /> Csb~rrus County will not ~ave this protection. <br /> <br /> We have been asked ~n the past to fund more money for poli~ We have <br />said in all honesty: "We CahOOt find any more money." The millionaire father, is <br />Rsnd~hy County is not. payin~ the taxes in Cabarrus county.
