Cook, Chairman
Cabarrus County Board of Commissioners
Route 3, Old Salisbury Rd.
Concord, N. C. 28025

Dear Mr. Cook:

On behalf of the Governor's Crime Co~mmission, I am pleased to announce the
adoption of final guidelines and procedures for allocating the Fiscal Year 1978
Juvenile Justice and Delinquency Prevention Act funds in North Carolina. The
two ma~n policies are: 1) distributing the 1978 monies; 2) insuring local
c~tizen involvement. I will cover each of these separately.

Norcb Carolina's base grant for Fiscal Year 1978 Juvenile Justice and Delin-
quency Prevention Act funds amounts to 31.602 million. Federal law requires that
$11,250 be allocated to the "State Advisory Group" for activities consistent with
Section 223 (a) (3) of the JJDP Act. In North Carolina, the "State Advisory
Group" is an expanded version of the J~venile Justice Planning Committee of ~he
Governor's Crime Commission. In adddition, $15,000 was diverted [this is optional
for each state up ~o 7.5% of the total award) for planning and administration
within the Division of Crime Control. This division has been designated as the
sole state agency for supervising the preparation and administration of the
state JJDP plan.

A S170,000 discretionary fund for new programs only was set aside to be
used as follows:

1. To fund innovative programs; and

2. To assist programs that will be multi-county'in scope.

Grant applications for the use of tbese discretionary funds must be approved by
the County Commissioners and submitted by a county to the Division of Crime
Control for review and approval. The discretionary fund will be available on a
continuing basis, and programs which are satisfactorily evaluated may be refunded
in whole or in part. These are competitive funds with no maximum limit on bow
mucb a single count~ may apply for. Applications for these discretionary funds
must be receig~d at ~he Division of Crime Control on or before April 1, 1979.

The remaining balance of North Carolina's FY 1978 award wil'l be made avail-
able to counties for direct'grant application to the Division of Crime Control.
Following is the formula tbat was used to divide the funds among the counties:

~O.
