1. Each participating county will be eligible fo~ a base award of $t0,000. <br /> <br /> 2. Ali remaining funds will be prorated to participating counties based <br /> on the county youth population between tile ages of 10 and 17. <br /> <br /> A county by county breakdown is attached showing the amount of each county allo- <br /> cation based on participation by all 100 counties. Programs receiving monies <br /> (FY1978 funds) from ti~e county allocation will be assured of a minimum of three <br /> years of funding support unless; <br /> <br /> a. there ia a substantial decrease iu Federal funding to the State under <br /> the JJDP Act; or <br /> <br /> b, an applicant fails to comply with the terms and conditions of the awhrd; <br /> or <br /> <br /> c. an applicant fails to receive a satisfactory yearly evaluation by <br /> standards set by the Juvenile Justice Planning Committee and conducted <br /> by the Division of Crime Control Staff. <br /> <br />These funds may be used for either existing or for new programs which deal <br />specifically with juvenile delinquency and fail into tile attached program <br />descriptions. Tile assurance of a minimum of three years of lundin9 can only <br />be given for maw programs started with county allocation funds, and it cannot <br />be extended to couuties that opt not to participate in the first year. Programs <br />which were originally begun with LE~\ funds may only receive these JJDP funds <br />for two years under existin~ federal guideliaes. The state of North Carolina <br />is presently trying to hav~ these restrictions lifted. <br /> <br /> In addition to the funds described above, Nortll Carolina received ~ supple- <br />mental award of $265,000 for FY1978. This "one time only" award will be used <br />to contLuue previously LEAA and other federally funded programs that call qualify <br />according to the criteria published in tile "Federal Register" on Tuesday, October <br />17, 1978. That criteria is: <br /> <br /> 1. Tile project bas been evaluated and the 'evaluation indicates that tile <br /> pro~ect is effective and is being operated efficiently; <br /> <br /> 2. Discontinuation would have a negative impact on state or local juve- <br /> nile activities; and <br /> <br /> 3. Tbe project has demonstrated a good faith effort to obtain funding <br /> elsewhere and intends to continue snch efforts over tile period of tile <br /> extention. <br /> <br />Programs applying for these funds must docnment that they have exhausted ail <br />other sources of funding including count7 fends I would like to emphasize that <br />this $265,000 supplemental money will only be available for one year. A program <br />receiving tilese foods should not expec[ to.receive fundiug under this category <br /> <br /> To ass[st your county iu applying for an7 of tile above fuads, the Divisioa <br />of Cr~ue Coatrol has developed an application1 process and helpful hints guide- <br />line.
