A major requirement of the.Juvenile Justice and Delinquemcy Prevention Act
is citizen iav~ivement. After lengthy discussion, the Juvenile Justice P!ann~ng
Committee recommended to the Governor's Crime Commission that a policy-~n citizen
involvement be ado=ted.. This policy was adopted by the Crime Commission and is
a requirement that all counties must comply with prior to applying for any Juve-
nile Justice and Delinquency Prevention Act funds. This policy is enclosed,
and it too should be carefully reviewed prior to any official county action.

There is, however, an option to this requirement. Any coqnty that desires
to formulate their own method of insuring citizen involvement can submit thei~
plan to the Division of Crime Control for review and approval by the Juvenile
Justice Planning Com~ttee. A county may not proceed with grant application
submission until notification of approval of their alternate plan is received.

I sincerely h~pe that you and your fellow county commissioners are as
excitmd about this new opportunity for federal assistance as the Juvenile Justice
Planning Committee and the Governor's Crime Commission. I am really sorry that
there is still so much red tape involved in complying with the federal regulations.
O~r comm£ttee worksd hard to reduce this to a bare minimum. We have a wonderful
oppoctunity to make this program into something meaningful for the troubled
children of our s~ate. Continued hard work will be required, but if we work
together, much can be &ccomplished.

Sincerely,

Barbara W. Sarudy, Chairperson
Juvenile Justice Planning Committee
Governor's Crime Commission
