C. 28025 <br /> <br /> Dear Mr. Cook: <br /> <br /> On behalf of the Governor's Crime Commission, I am pleased to announce ~the <br /> adoption of final guidelines and procedures for allocating the Fiscal Year ~978 <br /> Juvenile Justice and Delinquency Prevention Act funds in North Carolina. The <br /> two main policies are: t) distributing the 1978 monies; 2) insuring local <br /> citizen involvement. I will cover each of these separately. <br /> <br /> North Carolina's base grant for Fiscal. Year 1978 Juvenile Justice and Delin- <br /> quency Prevention Act funds amounts to $1.602 million. Federal law requires that <br /> $11,250 be allocated to the "State Advisory. Group" for activities consistent with <br /> Section 223 (a) (3) of the JJDP'Act. In North Carolina, the "S~ate Advisory <br /> Group" is an expanded version of the Juvenile Justice Planning Committee of the <br /> Governor's Crime ComMission. In adddition, $15,000 was diverted (this is optional <br /> for each state up to 7.5% of the total award) for planning and administration <br /> within the Division of Crime Control. This division has been designated as ttle <br /> sole etate agency for supervising the preparation and administration of the <br /> state JJDP plan. <br /> <br /> ^ S170,000 discretionary fund for new programs only was set aside to be <br /> used as follows: <br /> <br /> 1. To fund innovative programs; and <br /> <br /> 2. To assist programs that will be multi-county in scope. <br /> <br /> Grant applications for the use of t~ese discretionary funds must be approved by <br /> the County Commissioners and submitted by a county to the Division of Crime <br /> Control [or review and approval. The discretionary fund will be available on a <br /> continuing basis, and programs which are satisfactorily evaluated may be refunded <br /> in whole or. in part. These are competitive funds with no maximum limit on how <br /> much a single county may apply for. Applications for these discretionary funds <br /> must be received at the Division of Crime Control on or before April 1, 1979. <br /> <br /> The remaining balance of North'Carolina's FY 1978 award will be made avail- <br /> able to counties for direct grant application to the Division of Crime Control. <br /> Following is the formula that was used to divide the funds among the counties: <br /> <br /> I~O.
