GONS'.,'RUCT'..?iC, A CATV SYSTEM - <br /> PRE-ENGi..';EI':RING APD MAKEREADY. <br /> <br /> Immediately after the awarding of a CATV franchise the <br />Cable Company must ,nitiate a request for attachment agree- <br />ments: that xS an agreement with the owners of existing <br />itity poles to rent space on those poles for the attachment <br />of CATV cables- <br /> The Cable Company requests the Utility to prepare and <br />submit the attachment agreement which details the terms and <br />conditions by whict~ the utility i_~ willing to lease space. <br />When the u~ility submits its conditions the Cable Firm either <br />accepts or rejects the agreement. If it accepts then the <br />"mal,,eready engineering ridoout" is ready to be scheduled. <br /> "Hakeready" simply meai~s mahing the poles ready to <br />accept the CATV cables - a deceptively s~mple sounding <br />definition. Makeready entails the physical examination' of <br />thousands of poles, each of which must be described and <br />documented. Tt~e pole is inspected to see if adequate clear- <br />ante exists and if it does not.rearrangement construction <br />must be scheduled and completed to provide for the CATV cable. <br /> There are about 40 poles per mile of cable system. The <br />375 miles of strand mapping therefore represents about 15,OOO <br />p~tential rearrangements. At leasc 2000 of those poles must <br />be clear before the Cable construction may begin. <br /> At this .stage of development the CATV Company must base <br />its construction progress projections directly 'on the est- <br />imated makeready construction by the uti lities. Judgi.~g <br />from past experience 1 would estimate that once alt the <br />attachment agreements have been executed and the rideout <br />begf.ns it will take about 120 days for the required number <br />of poles to be cleared ~o a]low cable construction to begin. <br /> All ~akeready consnrnction is, of course, paid for by <br />the CATV Company on an actual cost basis so that space on the <br />poles ~.~ill be available to rent. <br /> <br /> <br />
