I have r~iterated ~n any conversation I <br /> have had the strong need for AA participation in thls particular service <br /> particularly in regards to follow-up contacts with residents of the Detox <br /> Center. I feel that there will be a great deal of benefit in consideration <br /> of hiring personnel who a~e not only experienced and qualified from the State <br /> Personnel standpoint but who have also been active in AA activities in some <br /> capacity if not AA members themselves. <br /> <br />3. It is imperative that all effort be made to clearly communicate that the <br /> Area Board is not asking the Board of County Commissioners to make a decision <br /> on whether or not there will be a Detox Center. I believe that some County <br /> Commissioners have the impression that they are being asked to make that <br /> decision. That decision has already been made by the Area Board and been <br /> sanctioned and approved and is part of the Southern Piedmont Health System <br /> AgencY plan of services for alcoholics. We are only asking the County <br /> Commissioners to purchase a facilit~ and in turn lease it to the Area Board <br /> who will op.erat~ the servic~,ith r~venue in the operating budget in the <br /> form of r~nt 8oin8 to the County Commissioners to assisqf--in 6he retirement <br /> of the debt. <br /> <br />4. Some.~people are concerned about the use of the federal tax dollar to support <br /> this service, i.e. some are recommending the need to use ABC revenue to <br /> support the Center. We are already using ABC revenue to support a number <br /> of our services for alcoholics mostly in prevention services and the use of <br /> this money makes support of the service by the tax dollar not necessary. <br /> The support of this service., by the federal grant appears as if it will be <br /> minimal since we have been assured by the state that we will get $56,000 and <br /> possibly as much as $109,000 in state money for this project. With what <br /> we are able to collect in fees and other sources we may not have to use the <br /> federal grant at all. It can be argued that some of the state money is <br /> collected from ABC revenues which go to the state. In short, however, we need <br /> to work hard to make sure that the issue of where the money comes from does <br /> not sidetrack what it is we are asking the County Commissioners to do for us. <br /> <br />5. Consideration might be given to ~ joint meeting with some members of the Board <br /> of County Commissioners such as Ms. Milloway and Mr. Allen and Mr. Lentz with <br /> some of our staff such as Tom Reece and Jim Ryan prior to the meeting with the <br /> County Commissioners to make sure that they fully understand the issues. <br /> For example Tom Reece has known Ms. Milloway snd Mr. Allen and has worked with <br /> them for a number of years. I feel that Jim Lentz's opinion on this matter should <br /> be sought and his suggestions followed. <br /> <br />6. In talking with some AA members there is no way that this proposed Center can <br /> be in conflict with Bethel Colony since BethelColony, a rehabilitation <br /> program in Lenore, desires persons admitted there to be sober prior to <br /> admission. It is also my understanding that most AA members would like to <br /> have a Detox Center in the immediate community with which they could more <br /> closely work. The AA member that I mentioned earlier suggests that an <br /> indication of AA members support of local detoxification approach might be <br /> documentation of the number of persons from Cabarrus County admitted to the <br /> 7th Street Center who were either referred by or transported there by AA <br /> members from Cabarrus County. <br /> <br /> Again, I regret not being able to attend this key meeting and wish each of <br /> you ]uck in our joint effort to see the Detox Center become a reality as soon <br />as possible. <br /> <br /> <br />
