The Principal Investigator will assemble <br /> reports, all supporting photographs and other material, and submit them <br /> through NCDAH to the Keeper of the National Register in Washington, D.C. <br /> The nominations will be approved there, and then, if approved? entered into <br /> the Register. <br /> <br /> The project will require three paid employees. The Principal Investigator will <br /> work on the project full-time, conducting most of the necessary research and photo- <br /> graphy, and preparing the text for the multiple resource nomination. He will <br /> draw on volunteered assistance from members of Historic Cabarrus, Incorporated, <br /> whenever feasible. The part-time services of a secretary, already employed by <br /> tile Concord Planning Department, will also be needed to type the National <br /> Register nominations and project correspondence. Finally, a Draftsman- <br /> cartographer, also currently employed by the City of Concord, will be needed to <br /> prepare the maps accompanying the National Register nominations, and to work <br /> with the printer on the inventory publication. The Draftsman-Cartographer will <br /> work full-time with the project a total of six weeks over the course of the year. <br /> <br />D. Evaluation <br /> <br /> The City of Concord and Cabarrus County have, in cooperation with the ~orth <br /> Carolina Division of Archives and History and Historic Cabarrus, inc., sponsored <br /> ~ comprehensive inventory of their historic resources, which is now in progress. <br /> The preparation of National Register nominations is an essential second step ~n <br /> the process of identifying and protecting the architectural heritage of the City <br /> and County. <br /> <br /> The preparation of I~ational Register nominations is vital to preservation planning <br /> in the City and County for at least three reasons: <br /> <br /> 1. The research that supports nominations of historic districts to the <br /> National Register will provide the City and County with the information they <br /> will need to establish historic districts and historic district commissions. <br /> <br /> 2. The selection of individual structures and groups of buildings for the <br /> National Register will help city and county planners develop clear priorities <br /> for direct public action and stimulus to private preservation efforts. The <br /> Compl-ehensive Community Inventory does not comparatively evaluate properties, <br /> but such evaluation will be necessary to develop historic preservation plans. <br /> <br /> 3. Tile n~mination of historically and architecturally significant properties <br /> with income-producing potential to the National Register can be an important <br /> tool for promoting the preservation of such properties by encouraging private <br /> investors to adapt such buildings to new uses. <br /> <br />E. Time Frame <br /> <br /> As stated in the Methodology Section, the project will be ~ivided into four <br /> major phases.
