September 18, 1979

The Honorable Troy R. Cook
Chairnan
Cabarrus County Board of Commissioners
Route 5, Old Salisbury Road
Concord, North Carolina 2802S

Dear Chairman Cook:

~e want to ask for your help and cooperation on a pilot
program to lie conducted during the week of October 15 -
October 20 designed to increase public awareness and
participation in our effort to "Clean ~p Litter" across
North Carolina.

The Governor has asked that we initiate a pilot pro,ram
to conduct a litter clean up campaign in partnership with
city and county government and other state agencies, together
with various civic clubs and interested citizens. If
successful, this would become an annual event. ~e will
encourage tile use of all our available manpower including
special CETA employees and we will furnish litter bags~
signing and support equipment. We also propose to utilize
all inmate labor available through the Department of
Correction.

Today, litter is costing our taxpayers in excess of $1
million annually through our Department alone. ~e feel it
will take the combined effort of volunteer organizations and
all levels of government to effectively reduce litter on our
highways. Several counties have already established
committees on a continuing basis that have proven successful
in controlling litter. Together, we can expand this effort
throughout each county to make North Carolina a clean and
beautiful place to live, work and visit.
