Cowan, Director~© <br /> Cabarrus County Parks & Recreation Department <br /> <br /> Subject: Resolution Authorizing the Development of Stonewall <br /> Jackson Park <br /> <br /> Attached is a resolution that, if approved, will authorize our agency, <br /> on behalf of Cabarrus.County, to file for Federal Par~ Development Funds <br /> for 50% of the develoB~en~._co___s.~_for Stonewafl--J~-E~son Par~. Mr] Gar~ner <br /> Gi~l-~y, our Recreation Consultant, reviewed with you the proposed devel- <br /> opment program at your October 8th regular meeting. At that time, you <br /> approved a total Phase I development program of $742,750.00, all of <br /> which is eligible for 50% matching federal funds. Therefore, Cabarrus <br /> County's share ~]_._t.o~_~$3Z.1.,3_~Z~,__O~f~...t_h.e two year <br /> <br /> In order that there will be no misunderstandings concerning the finan- <br /> cing of the Land and Water Conservation Fund Program, I would 'like to <br /> briefly recap how the program works. <br /> <br /> Approval of the attached Resolution committing $371,375.00 for 50% of <br /> the Phase I development cost, will allow Cabarrus County to spread their <br /> cost over two fiscal years at a cost of .185~50_eac[LY. ear,, However, <br /> local governments can be granted an additional one year extention on <br /> the grant period, if it becomes necessary, which would equal a three <br /> year prorated cost to the County of $123,791.66 each year. These figures <br /> are contingent on the approval of the total grant of $371,375.00, which <br /> is unlikely because of a possible reduction in Federal Funds to North <br /> Carolina this year, If the total amount of the grant is not approved, <br /> Cabarrus County can readjust it's appropriation to equal the Federal <br /> share before the beginning of the next fiscal year. <br /> <br /> I recon~end that you approve the attached resolution as submitted in <br /> order to insure that adequate Federal Funding can be obtained for the <br /> next two fiscal years for substantial development on the park. <br /> <br /> Your continued support of this badly needed park facility for Cabarrus <br /> County residents is appreciated by the Park and Recreation Commission <br /> and myself. <br /> <br /> cc: Charles McGinois ~< <br /> Gardner Gidley <br /> John Boger <br /> <br /> <br />
