PROPOSED ACQUISITION OF CO~IPUTER SOFT~qARE

AND STUDY OF CO~{PUTER-ASSISTED APPRAISAL SYSTE~tS

The Association has to date been offered two computer.software
systems which perform the appraisal function. Associated SurveyB,
Inc., of l~ayne, New ,Jersey is offering the use of a system developed
by that company, This system is not documented and is being
offered free in return for its documentation.

Trumble, ~icQuirk, and Associates of Atlanta, Georgia, has offered
the Association a system for a purchase price. Nowever, the
system being offered is quite similar to one currently in Use in
Burke County (~hich was developed by T~IA and is probably the same
basic s),stem). Burke Count), ]las offered the use of its system
free of charge, with minimal costs being incurred for making
copies of tile system.

The proposal under consideration would enable a consortion of
counties to participate in the funding of a comprehensive study
of the capabilities and requirements of these two free systems.
The study would include tile documentation of tile systems and their
installation on several various configurations of computer
equipment. It is estimated that tests in sik c6unties would achieve
a broad range of knowledge on tile various types of hardware
currently in use in North Carolina. Results of the study would
include a comprehensive review of each of the systems, indicating
their strengths and weaknesses, and the reqa~rements for their
installation on the different hardware configurations. The study
would result in user manuals and installation manuals for each of
the systems.

To accomplish the proposed study, tile Association would contract
with the Computer Science Department of North Carolina State
University to perform the following services:

1. Produce needed internal and external documentation
for the AssoCiated Surveys soft~are system.

2. Install each of tile acquired software systems on three
distinct hardware systems. Hardware systems deemed
feasible might include products of IB~I. DEC, Honeywell,
and Burroughs Corporation.

3. Test the acquired software systems to learn tile nature of
the input/output requirements as well as the general
functional characteristics of tile system.
