C. Depart- <br /> me'n% of Commerce} has received a,grant from the U. S. Department of <br /> Energy to operate a weatherization program in all of the State's 100 <br /> counties. Because of the experience and demonstrated capabilities <br /> our office has established in administering the' weatherization and <br /> crisis intervention programs in the State, the Energy Division has <br /> contracted with our Office to administer their weatherization program. <br /> Our office, in turn, will subcontract with the agency you designate <br /> to operate the Community Services Administration's Emergency Energy <br /> Conservation Program to also operate the Energy Division's weath- <br /> erization program. The amount of Fiscal Year 1977 funds allocated <br /> under the Energy Division's program for this year is $5,065.00 (All <br /> of the funds'indicated are for Fiscal Year 1977; additional funds <br /> for Fiscal Year 1978 are anticipated). <br /> <br /> To ensure that the program is well administered, we shall take certain <br /> steps. First, our office will sign a Delegate Agency Agreement (contract) <br /> with the agency you select which outlines the duties and responsibil- <br /> ities of both parties. This contract has been approved by the legal <br /> staff of our department. Federal regulations require that these pro- <br /> grams be audited at both state and local levels. <br /> <br /> Further, to ensure sound operations our office will conduct workshops <br /> for the staff of the agency you select, provide on-going training and <br /> technical assistance, and develop a manual which establishes operational <br /> policy and procedures for the operation of these programs. <br /> <br />This program will provide many positive benefits for the citizens of <br />your county.
