A geneYal descrip- <br />tion of the combined program was given, followed by a session on <br />the' contracts, and concluded with signing of the c~ntract~. During <br />the workshop a number of items, which had not been revealed before, <br />were detailed. <br /> <br /> (1) A seperate advisory committee would have to be established. <br /> No existing committee could be used. <br /> <br /> (2) Liability insurance on all workers would have to be provided <br /> <br /> (3) Locai match of almost $16,000.00 is required. <br /> <br /> '(4) Two sets of accounts must be maintained. The two grant <br /> sources funds used would have to be kept seperate~ <br /> <br /> (5) A per unit limitation of $250.00 which would dictate; <br /> <br /> a. Negligible or no structural improvements to compliment <br /> insulation. <br /> <br /> b. Use of temporary storm windows and doors (plastic <br /> covering) as opposed to permanent type. <br /> <br /> c. Use of caulking and felt stripping to reduce infil- <br /> tration as opposed to carpentry repair. <br /> <br /> d. Confinement of insulation basically to attics with <br /> a recommended depth of 4'. <br /> <br /> <br />
