Winterization Program
Page -2-

e. At best this limited progcam Of~improvemenn's could
be Glassed as tempdrary with no la'ting effect.

(6) Program completion~date of 150 days expending some
$40,000 is Unrealistic. This w6uld involve 100-150
houses. Administrative forms that'require completion
by the Department of Energy would require 4 man hours
per house (minimum) after the application is approved.

Conclusion: The cost of administering this program is pro-
hibitive when compared with the temporary lasting effects
of the projected improvements caused by the low per unit
dollar limitation. When, as currently proposed, the non-
fedeCal share is reduced to 20 percent and the per unit
limitation is increased to $800.00 a Worthwhile and last-
ing effect could then be realized by participating in
this program.
