monitoring studies, t~rough the use'of a proi~erty information
system, should Be used to devel6p predictive models. These
m0dei~ would be used for evaluating i~ufe objectives and
strategies for th~ ~g~[~ kna'pikfi. They wo~ld be instrumental
in the updating o~ '~he ~ian.
The outiined evaluation criteria would be.invaluable in
the s~curing of a sound comprehensive planning program. They
woUld allow for a strong dita base for analytical evaluation;
andinput f~°m the areas that are directly impacted by the
programs - through t~e citizenry; the ideas and information from
each of the County directors and administrators; and finally
for the modification of programs and policies. Such a system
should 'include representatives from the various governmental
units at the County, Region, State and Federal l~vels.
By design, this is a basic framework which should not have
a communication break. Therefore, the necessity of having to
deal with information lags is minimized. The strongest aspect

of this evaluation system is that the County will be

able to bring all its resources and components to bear on the
evaluation and monitoring actiPities.

-8-
