b.) The proposed activity will have a Significant impact <br /> on the identified problem. As has been pointed-out <br /> by Mr. David'A. Roberts, P.E.; who is the Environmental <br /> Engineer for the Cabarr~s County Health Department, <br /> the 'Availa~iiiiy o~ sewer service in this community <br /> would greatly reduce the p0tential health' hazard <br /> resulting from failing septic tank systems, outside <br /> privies, and inadequate wastewater disposals" <br /> (Attachment 1). The proposed sewage system will <br /> provide service to the Shankletown School. The <br /> School is c~rently operating on a temporary permit <br /> and the existing sand filter bed type sewage disposal <br /> system is not satis£actory according to tests <br /> completed by the Division o£ Environmental Management <br /> of the North Carolina Department of Natural Resources <br /> and Community Development (Attachment 2). A letter <br /> from Mr. D. T. Brown, Maintenance Director for <br /> Cabarrus County Schools (Attachment 3) addresses this <br /> situation and asks for assistance. Maps 3 and 4 show <br /> the proposed target area and the location of low- <br /> income and minority households coupled with the <br /> location of the 25 homes that do not have an indoor <br /> bathroom and the location of proposed sewer lines. <br /> <br /> c.) A house to house survey was performed in the Sidestown- <br /> Shankletown community to provide the exact information <br /> needed. Of the 179 homes in the Community, complete <br /> surveys were obtained from 153 households. Of the <br /> households surveyed, a total number of 533 persons <br /> were residing in these homes. 0£ these, 373 persons <br /> reside in low-income households. This represents <br /> 70% of the tota~ proposed target area residents. <br /> Therefore, 70% o£ the funds will benefit low-income <br /> persons. The location of low-income, minority <br /> households in the proposed target area is depicted <br /> on Map 3. <br /> <br />/ III. Cost Information <br /> <br /> a.) The funds obtained from this grant will provide <br /> one fundamental service and is comprised of four <br /> inter-related activities. <br /> <br /> (1) The installation of_25,275 feet of 8 inch <br /> sewer l~ne, complete with engineering, manholes, <br /> stone bedding and connections to existing sewer <br /> outfall lines. Estimated cost = $289,000. <br /> <br /> <br />
