Stanly County
Board Of Commissioners
ALBEMARLE~ NORTHCAROLh~A 28001

Mr. Glenn Hawfield, Jr., Chairman
Cabarrus County Board of Commissioners
85 Washihgton Lane, S.E.
Concord, NC 28025

Dear Mr. Hawfield:

Over the years~ the Stanly County Board of CommissionePs have repeatedly
considered the question 6f interbasin trans_fCPs of~wa_~. The Board has
always reached the same con61usion, that intePbasin transfers only upset~_~he
balance of na_turg~: which is expensive and caI'rled to long-range ~
produce an energy expensive and unnatural use of the environment. The Board at
its regular meeting on March 20, 1978~ again considered this important issue and
decided t.o contact all of the countie_~s~.in ti]9 Yad.ki.~n-Pe~_e~D3.e.~Ri~.v_ep_Basin to

Stanly County has no objection to emergency use of water resources on s
remporar3 basis~ such as the situation occurring recently in KernePsville. Stanly
County does take the position~ however, that any water withdrawn from a river
basin should be returned to the same river basin after use in a ~ike quantity,
less natural consumption. That is to say~ the position of this Board is one of
reason and not of denial of use. After all, the natural resources available in
any river basin should remain available with reasonable use in the basin. Attached
please find a copy of a resolution adopted by this Board on August 15, 1977.

We respectfully request that other counties located in the Yadkin-Pee Dee
River Basin take a similar position and inform us as to what posture you would
like to take and what type of cooperation you would suggest.

As we all agree that this issue is of important interest to us all, we trust
that you share our concern about the Yadkin River as a natural resource and will
do whatever you can to prevent the intePbasin transfers of water.

Our best wishes.

Sincerely :,

W. Davis Fort. M.D.
Chairman

WDF: mms
