NORTIICAROLINA 28001 <br /> <br /> COUNTY OF STANLY, . <br /> <br /> NORTH CAROLINA. <br /> <br /> WHEREAS, the General Assembly of thc State of North Carolina has <br /> the responsibility to protect the rights, privileges, and heritage of <br /> the citizens of North Carolina and to protect the resources of the areas <br /> of the State in which those citizens reside; and, <br /> <br /> Iflt£REAS, the Board of County Commiss'ioners of each county of the <br /> State has the responsibility to protect the natnral resources available <br /> to the citizens of the couaty over which they have jnrisdiction; and, <br /> <br /> WHERE^S, water is a natural resoorce generally made available to <br /> each county by the geography of the State; and, <br /> <br /> WItERE^s, the water natural resource has been protected under the <br /> law in accordance with geographic divisions o£ water resources by basins: <br /> and, <br /> WHEREAS. any legislation enacted which would allow redistribution <br />of water by interbasin transfer would deny the citizens of a basin from <br />which water was diverted of their rights as property owners to the imtural <br />resource available to them; and, <br /> <br /> I~fltEREAS. the diversion of water from one area of the State to another <br />would lead to Increasingly more expensive development costs as the area to <br />which the ~ater is diverted continues to grow and to cause increasing de- <br />.ands of one river basin on another; and, <br /> <br /> ~IEREAS, the location of development in the river basin ~here the <br />~ater resource already exists would cause the spread of economic development <br />·nd allow n~ opportunities in water-rich basins <br /> <br /> N0~, THEREFORE, in consideration of tbe above facts, the Board of <br />County Cor~issioners of Stanl¥ County opposes vigorously interbasin transfers <br />of water in order that the developmen[ el' the State of North Carolina ma), <br /> <br /> <br />
