The vote of any county <br /> in good standing may be cast by any county commissioner from the <br /> county who is present at the time the vote .is taken, provided that <br /> if no commissioner be present, suck vote may be cast by another <br /> county official elected or appointed, Iqho is formally designated <br /> by the Board of CommissJoners. These provisions shall govern <br /> district meetings of the Association." <br /> <br />A County becomes a member in good standing upon payment of the Annual Service <br />Fee. <br /> <br />District caucuses for the purpose of nominating board members will be held at <br />the Annual Conference for those districts in which tho term of the board <br />member expires.
