Human ~ervices Activities

Aging
(1) The Annual Area Plan for Aging s~rvices has been submitted to the North
Carolina Divisionof Aging as of July 5, 1978. This Plan will bring almost
1/2 million dollars in federal funds into our region for services to older
adults beginning October 1, 1978.

(2) Approximately $92,000 is available under Title V for acquisition, alteration
and/or renovation of existing buildings for use as senior centers. Due date
for applications is mid Augsst.

(3) We recently received word that Congress has designated $3,480,000 to be
distributed among the 100 County Governments of North Carolina for "Fiscal
Relief for States and Political Subdivisions with Respect to Cost of
Welfare Programs." $570,024 is designated for the 8 counties of Region F.
We would encourage you to think of your older adult citizens as you make
decisions on how these monies will be spent.

Title XX Planning
Staff has been reviewing planning materials from lash year with counny DSS staffs
and with State staff, to suggest possible refinements and/or improvements.
Earlier start in process this year should give DSS Directors added time to con-
sider services data and priorities in relation to their county budget. Will
also be seeking ways to include mental health or other county agencies in the
planning process if they, or county, so desire~.

During July and August staff will be collecting existing service level information
for each county to use in planning. Any questions or suggestions, contact Cbuck
Chorak or Nancy Saunders (who replaced Scarlette Johns).

Family Planning
Staff contacted counties.who needed to appoint members to the Family Planning
Advisory Committee (Gaston, Mecklenburg) and sent out letters on those persons
whose terms expire July 1. Completed 3rd quarter performance evaluations and
4th quarter request for advances. Began closeout of FY'77 pending final 4th
quarter reports.

Staff assisted all counties (except Cabarrus) in completing budget revisions,
and spent significant amount of time on Region F - hosted statewide conference
on Teenage Family Planning. Also sponsored a continuing education course at
UNC-C for family planning nurses in the region.

Family Planning activities coming up include the COG final approval of the
allocations for FY'78 on July 19~ In next year's funding, Mecklenburg received
a first-year Teen Grant 0'f $30,000, and Gaston, Stanly and Union a 2nd year
grant of $25,211 each. This is in addition to regular grant funds which are
at a level slightly higher than last year.

To avoid late funding problems incurred last year, staff is asking that counties
and health departments qhickly finalize and submit their budgets after the COG
Board's approval. The COG staff ~ill do its part to speed the contract through
the state and local process to free funds as quickly as possible.

(The recommended final allocations per county will be mailed as part of the
COG Board Agenda material.)
