b~npower
Much of the ~manpower staff work was devoted to developing RFP packages for
operators to bid upon providing CETA Title I services to each county as per
the approved Annual Plan. Proposals are now being evaluated and recommended
to the COG Board July 19th, which in turn makes its recommendations to the
Department of'Community Employment. Work is continuing on evaluating the FYi77
programs in each county, and some reports should be available in the next month.

Staff has been working with educational institutions serving most counties to
develop programs and offer orientation and motivation classes, using special
set-aside funds for that purpose. The classes are designed to accept referrals
from manpower program operators and other county agencies.

Staff also worked with operators in each county on clearing up audit fiudings
as part of the ongoing DCE manpower audits. They are now up to FY'76 and
counties and other manpower agencies can expect an increasing number of such
reports. The COG staff and County Manpower staffs will need to work closely
and quickly to efficiently resolve any negative reports which arise, and to
avoid such problems where possible. Any questions or requests for assistance
can be directed to Jean Blank.

~scellaneous
A_~y county staff having suggestions for the Hsman Services staff os programs or
plans, please contact Chuck Chorak so these might be incorporated in the work
program for the coming year°
