E. <br />Concord, North Caroline 28025 <br /> <br />Dear Mr. gawfield: <br /> <br /> The 1977 Session of the North Carolina General Assembly passed a Nursing Home <br />Patients~ Bill of RSghts which mandate~ that a nursing home communit~ advisory commit- <br />tee be established in each county of-North Carolina which haa a nursing home by <br />March 1, 1979. These committees are to be responsible to the meeds of nursing home <br />residents and are to promote community involvement and cooperation with ntu-~ing homes. <br /> <br /> Boards of Coumty Commissioners have the responsibility for appointmen~ of these <br />community advisory colranitteea prior to January 1, 1979. Therefore, in order to ac- <br />quaint you with the legislation ~ich spells out the role of the County Gommissioners, <br />enclosed is a copy of House Bill 1547 which pertains to these committees. This Bill <br />was ratified by the recent short session of the General Assembly and represents con- <br />siderable changes from the original legislation that was passed in 1977. <br /> <br /> My office, the North Carolina Divimioe of Aging, has been delegated the responsi- <br />bility for implementing these advisory eo~ittees statewide, for training them, add <br />for providing them with continued support. Mary Bethel, Nurming H~ne Ombudsman on my <br />staff, will be heading up this program, and ~he has devised plans for implementing <br />these committee~ in each of the 74 counties that currently have nursing homes. She <br />ha~ been iD contact with Roe Aycoek, Executive Director of your Association, about <br />these plans and will be contacting each of you in the next several months with more <br />information including ~ugge~tions of types of persons to appoint. I~ possible, she <br />would like for you to hold off on making your appointments until she contacts you. <br /> <br /> Your role'in relation to these conm~unity advisory committees ie an important one <br />since the effectiveness of a committee depends to a large extent on its members. [~ <br />office looks forward to working cooperatively with you to see that persons with the <br />interest, the knowledge, and the time are aelected for these commltteea.
