STATE OF NORTH CAROLINA
DEP~ RTMENT OF TRANSPORTATION

RALEIGH 27611

JAMES B. HUNT, J R. THOMAS W. B RADSHAW. JR.
SECRETARY
GOVERNOR July 28, 1978

Mr. S. Glenn Hawfield, Jr., Chairman
Cabarrus County Board of Commissioners
P.O. Box 707 _

The Department of Transportation is making plans for the
upcomiug CETA Fiscal Year which begins October 1, 1978. This
past year we were fortunate enough to be allotted 230 positions
from forty-four (44) counties through our Division of Community
Employment contract and ninety (90) other positions were loaned
through sixteen (16) counties from their own allotment.

During the calendar year 1977, we strived constantly to use our
CETA positions to the State's best advantage as well as provide
subsidized employment for immediate relief to the unemployed and
eventually unsubsidized employment within our Department or other
businesses. This goal resulted in 145 participants of our 230
contract positions being hired within our Department or other
businesses for an unsubsidized employment turnover of 63%.

~Ve feel this has been beneficial for our Department and the State
as well as the individuals involved in the unemployment picture
in your counties. Unemployed persons have gained employment,
unemployment percentages have been reduced and work has been per-
formed on our bighways that would not have been accomplished as
quickly as it has.

With these positive thoughts, we ask you to seriously consider the
Department of Transportation and its request for positions as you
determiae the allotment of your CETA funds in the next few weeks.
